NineteenEighty-Four, often published as 1984, is a dystopian novel publishedin 1949 by English author George Orwell. The novel is set in AirstripOne (formerly known as Great Britain), a province of the superstateOceania in a world of perpetual war, omnipresent governmentsurveillance, and public manipulation. The superstate and itsresidents are ruled by a political regime euphemistically namedEnglish Socialism, shortened to "Ingsoc" in Newspeak, thegovernment's invented language. The superstate is under the controlof the privileged elite of the Inner Party, a party and governmentthat persecutes individualism and independent thinking as"thoughtcrime", which is enforced by the Thinkpol.

TheThinkpol (Thought Police) are responsible for the detection andelimination of thoughtcrime, and for the social control of thepopulations of Oceania, by way of audio-visual surveillance andoffender profiling. Such psychological monitoring allows the ThoughtPolice to detect, arrest, and kill thought criminals, citizens whoseindependence (intellectual, mental, and moral) challenges thepolitical orthodoxy of Ingsoc and thus the legitimate governmentauthority of the Party.

Incontemporary English usage, the word thoughtcrime describes beliefsthat are contrary to accepted norms of society, and is used todescribe theological concepts, such as disbelief and idolatry, andthe rejection of an ideology. Therefore, anyone who rejects anideology can be considered a thought criminal. Not to be confusedwith precrime!
