HarleyOrrin Staggers Sr.(August 3, 1907 – August 20, 1991) was anAmerican politician who served 16 terms in theUnited States House of Representativesfrom1949 to 1981, representingWest Virginia's 2nd Congressional DistrictasaDemocrat.From 1966 until his retirement in 1981, Congressman Staggers chaired thepowerful House Committee on Interstate and Foreign Commerce (today theCommittee on Commerce and Energy).A longtime supporter of the American railroad industry and its workers,Congressman Staggers' landmark legislative achievement was theStaggers Rail Act, passedin 1980. Staggers was born on August 3, 1907 inKeyser,MineralCounty, West Virginia, and graduated fromEmory andHenry Collegein 1931 and did graduate work atDuke University. Staggersserved as sheriff ofMineralCountyfrom 1937 to 1941. He served as a navigator in theU.S. Naval Air CorpsduringWorld War II. In 1948,Staggers was elected to theU.S. House ofRepresentatives, representingWest Virginia's 2nd Congressional District.He was reelected to another 15 terms in the congress, serving until hisretirement in 1981. For 16 years, from 1966 until his retirement, Staggerschaired the powerful House Committee on Foreign and Interstate Commerce (Energy andCommerce), the longest uninterrupted tenure of any chairman of thatcommittee in its over 200-year history (Staggers' successor,John Dingell, served for14 years from 1981 until 1995 and again from 2007 until 2009). He was adelegate to theDemocraticNational Conventionfrom West Virginia in 1960. Staggers didnot sign the 1956SouthernManifesto, and voted in favor of theCivil RightsActs of 1957,[1]1960,[2]1964,[3]and1968,[4]as well asthe24th Amendment to the U.S.Constitutionand theVoting RightsAct of 1965.[5][6]He diedinCumberland,Marylandon August 20, 1991.
